Col Frank V. Kelly, Commander, 4th Legal Operations Detachment

Colonel Kelly is returning to the 4th Legal Operations Detachment as Commander after serving as International Law Fellow at the Peacekeeping and Stability Operations Institute of the U.S. Army War College. Previously, he was Command Judge Advocate for the 641st Regional Support Group, St. Petersburg, FL. He served with the 4th LSO as Chief of Justice, provisional Chief of Domestic Operations, Interim Chief of Administrative Law and Director of Soldier Readiness. Kelly was Brigade Judge Advocate 411th Engineer Brigade in Iraq, responsible for administering Justice and Administrative law in his area of operations, overseeing $2.2 billion of construction, rehabilitation and engineering projects, including third party contracting. In 12,000 engagements the Brigade cleared 350,000 kilometers of roadway, neutralizing or removing IEDs. The Engineers designed or built 1000 projects including Air fields, Life Support Areas and Forward Operating Bases for Surge troops, Public Services- oil, gas and electrical mains or generation platforms; explosives demolition; environmental engineering; bridging and riverine operations. He has also served as Trial Counsel and Administrative Law Attorney at 10th Mountain Division, Light Infantry, Ft. Drum, NY.

Operational assignments include: Operation Iraqi Freedom, Joint Task Force Bravo, Operation New Horizons (Nuevas Horizontes), Operation Strong Support (Fuerte Apoyo), Task Force Jaguar. Kelly has participated in exercises in Korea and Germany. Kelly has been awarded- Bronze Star Medal, Meritorious Service Medal (x3), Global War on Terror Medal, Iraqi Campaign Medal, Army Reserve Component Commendation Medal (x3), Army Achievement Medal, Army Reserve Component Achievement Medal (x4), National Defense Service Medal with “M” device, Armed Forces Reserve Medal, Humanitarian Service Medal, Army Reserve Component Overseas Training Ribbon (x4)
