Frank is an associate in the New Jersey office of Rebar Kelly. He has spent his entire career in the insurance industry, handling both coverage and defense matters, including 6-years working in-house for insurance carriers as a financial lines claims adjuster. Frank has experience providing coverage opinions, advice, and representing insurers and reinsurers in first-party and third-party coverage disputes and bad faith matters. Additionally, Frank has experience defending insureds in employment practices and professional liability matters. Throughout his career, Frank has focused on alternative dispute resolution, and has settled over 100 claims via mediation.
Prior to joining Rebar Kelly Frank worked for a boutique insurance coverage firm with a national practice. In that role, Frank represented insurance carriers in coverage litigation, including first-party property coverage disputes arising from hurricane losses, business interruption coverage disputes arising from the COVID-19 pandemic, and professional liability coverage disputes. Additionally, Frank has advised insurers on investigating and determining coverage for cases of suspected insurance fraud. Prior to that, Frank spent 6 years working for multiple insurance carriers and a third-party claims administrator handling employment practices, professional liability, and public and private directors and officers claims. Frank began his career working for a regional firm’s reinsurance coverage practice, where he was part of teams that tried multiple reinsurance disputes to decisions before arbitration panels.

Frank resides in Newark, New Jersey with his fiancé. He is a member of the Young Professional Board for Covenant House New Jersey, a homeless shelter for youth, and participates in their annual Sleep Out fundraiser. In his spare time, he enjoys golfing, playing soccer, hiking, attending concerts, visiting craft breweries, and attending games of his beloved St. John’s Red Storm basketball team.
